Easing of Community Safe Management Measures (SMM from 29 March 2022)

Thanks to the collective efforts of everyone in Singapore, the daily local case numbers and the number of COVID-19 related hospitalisations have declined steadily. The Multi-Ministry Taskforce (MTF) announced on 24 March 2022 the easing of our community SMMs. The revised measures will take effect from 29 March 2022. Mask-Wearing and Safe Distancing

2. Mask is required to be worn at all times at funeral events held at indoor premises. If a tentage is set up and the outdoor area becomes enclosed, it will be considered as an indoor setting.

3. Where mask is worn, safe distancing continues to be encouraged. Attendees to funeral events should continue to exercise prudence and restraint, and limit interactions of attendees to the same group they are with.

4. For funeral events held at outdoor non-enclosed places (e.g. burial service at cemetery, funeral wakes at void decks of public housing estates), mask-wearing is required when safe distancing of 1 metre between groups of 10 persons is not met.

Event Size Limits for Funeral Events

5. The maximum number of attendees present at the same time continues to be based on the capacity of the venue¹.

6. For funerals held at home, the current requirement of up to 30 attendees remains.

7. For cremation service at Mandai Crematorium, NEA will continue to issue 50 entry passes for each cremation application at Mandai Crematorium. This is in view of ensuring safe capacity at the venue and to avoid chokepoints.

Live Performances

8. Performance and live instrumental music, including live singing and playing of wind instruments will be allowed, provided that the performers keep to the group size of 10 unmasked persons, and keep a 1 metre safe distancing from others.

Vocalisation Activities

9. Religious workers involved in the conduct of the religious rites (e.g. preaching, chanting of prayers) and family members giving eulogies can unmask, provided that they keep to the group size of 10 unmasked persons, and keep a 1 metre safe distancing from others. For large group vocalisation activities beyond the group size of 10 people, it would still be subject to masks being worn.

¹ For funeral events with up to 1,000 attendees, the maximum number of attendees present at the same time will be based on the capacity of the venue. For funerals events with more than 1,000 attendees, the maximum number of attendees will be subject to a capacity limit of 75%. For example, at a funeral with 1,200 pax, it would need to be held at a venue that can accommodate at least 1,600 attendees, or the event size would have to be capped at 1,000 pax.

Covid-19: Updates for funeral services in Singapore (as at 15 March 2022)

As of 15 March 2022, the Safe Management Measures at funeral events are as follows:

a. The event group size limit for wakes and funerals including foot processions of 30 persons or fewer will be removed. The maximum number of attendees at wakes and funerals including foot processions present at the same time will be based on the capacity of the venue¹.

b. Cremations at held at Mandai Crematorium shall be attended by not more than 50 persons in total. NEA will issue 50 entry passes for each cremation application at Mandai Crematorium.

c. The event group size limit for burials and ash scattering at Garden of Peace @ CCK of 30 persons or fewer will be removed. NEA will cease to issue entry passes for burials.

d. For funerals held at home, the number of attendees shall be kept to 30 persons or fewer at any one time.

e. Safe distancing is encouraged but not required.

f. Religious workers, funeral staff and persons involved in the conduct of live instrumental (non-wind) music should be kept to a minimum.

g. Attendees of funeral events should minimise their interaction with fellow attendees and leave the premises immediately after the event. No buffet set-up or reception with food and drinks is allowed. From 19 July 2021, provision of individually packed drinks (i.e. bottled/packet drink) or individually packed titbits (e.g. peanuts, melon seeds) is disallowed at funeral wakes.

h. Individually packed food/drink (e.g. bento boxes) may be supplied to family members of the deceased who keep vigil for the duration of the funeral wake, and need to consume food at the premises. However, they should not interact with the other attendees when consuming their meals, and should consume their meals with 1m safe distancing from guests present at the funeral/wake event, and in groups of up to 5 individuals.

i. Live instrumental music (non-wind) will be allowed at funeral events. The persons involved in the conduct of live instrumental music must wear a mask at all times. They are not to participate in the foot procession. No other performances (e.g. singing, dance, variety act) are allowed and there should be no sharing of equipment (e.g. musical instruments, microphones, props). Live singing and playing of wind instruments (instruments which require intentional expulsion of air, e.g. trumpets, conch shell) are not allowed.

j. Hearse escort party, i.e. musical band and/or display contingent on foot and including vehicles ferrying banners/blanket/flowers, is not allowed during the funeral event.

k. Religious workers involved in the conduct of the religious rites (e.g. preachers, prayer leader, scripture reader), will be required to wear face mask when performing their speaking duties (i.e. preach, chanting of prayers) at funeral wakes and funeral services (i.e. cremation or burial services). Use of face shields in place of face mask is no longer allowed.

l. From 19 August 2021, temperature screening is no longer required. Any person who is unwell must be turned away.

m. SafeEntry check-in is required for funeral events and funeral parlours with wake halls. From 17 May 2021, TraceTogether-only SafeEntry (TT-only SE) check-in will be required for funeral parlours with wake halls and also funeral events. Visitors must perform TT-only SE check-in, via TraceTogether app or TraceTogether token to enable or facilitate contact tracing.

n. From 19 April 2021, funeral parlours with wake halls are required to deploy SafeEntry Gateway as an additional SafeEntry check-in method. The SafeEntry Gateway enables contactless detection of both the TraceTogether App and Token, and serves as an additional means of SE check-in that is quicker and more seamless.

o. Discourage vulnerable persons, such as the elderly, from attending these events to protect their health and consider alternative solutions for them, such as live video screening instead.

p. Individuals are urged to continue to exercise personal responsibility and conduct self-testing, and practise good personal hygiene, especially prior to visiting crowded places or interacting with vulnerable groups.

q. Funeral staff is strongly advised to administer self-testing regime using the Antigen Rapid Test (ART) kits available for purchase over retail counters. ¹ For funeral events with up to 1,000 attendees, the maximum number of attendees present at the same time will be based on the capacity of the venue. For funerals events with more than 1,000 attendees, the maximum number of attendees will be subject to a capacity limit of 50%. Covid-19: Updates for funeral services in Singapore (dated 22nd November 2021)

As of 22nd November 2021, the rules and regulations with regards to having a wake are as follows:

a. Attendees at wakes and funerals including foot processions, shall be kept to 30 persons or fewer at any one time, depending on the safe capacity of the venue, whichever is lower. Pre-event testing is not required.

b. Burials and cremations shall be attended by not more than 30 persons in total. NEA will issue 30 entry passes for each cremation or burial application at the government-managed facilities.

c. Religious workers, funeral staff and persons involved in the conduct of live instrumental (non-wind) music should be kept to a minimum.

d. All attendees at funeral wakes, foot processions, burials and cremations must wear a mask. The prevailing group size of no more than 5 persons applies and there should not be mixing between groups. Please ensure that a safe distance of at least one metre is maintained between individuals and/or groups.

e. Where seating at a table is provided, every chair for each table must be placed at least one metre away from any other chair for another table at all times. Tables and chairs must be arranged such that each table can accommodate not more than 5 individuals seated at the table or not more than 5 individuals in each group separated by a space of at least one metre. There should be no mixing between groups.

f. Attendees of funeral events should minimize their interaction with fellow attendees and leave the premises immediately after the event. No buffet set-up or reception with food and drinks is allowed. From 19 July 2021, provision of individually packed drinks (i.e. bottled/packet drink) or individually packed titbits (e.g. peanuts, melon seeds) is disallowed at funeral wakes.

g. Individually packed food/drink (e.g. bento boxes) may be supplied to family members of the deceased who keep vigil for the duration of the funeral wake, and need to consume food at the premises. From 8th - 30th May 2021: Attendees at funerals will be reverted back to a cap of 30 pax including cremation/burial day due to the recents developent of the Covid-19 Pandemic.

From 24th April 2021 onwards till 7th May 2021: For funerals and wakes, cap will be increased to 50 persons on day of burial/cremation only.

On 28^th December 2020, as we enter Phase 3 of re-opening of circuit breaker regulations what are the rules and regulations to expect.

The following is a summary of what are we expecting from Phase 3 for funeral wakes:

1. Live instrumental music (non-wind) will be allowed at funeral events. The persons involved in the conduct of live instrumental music must wear a mask and should minimise movement to ensure that the one metre safe distance can be adhered to at all times. They are not to participate in the foot procession. No other performances (e.g. singing, dance, variety act) are allowed and there should be no sharing of equipment (e.g. musical instruments, microphones, props).

2. The 30pax limit for attendees at funeral events (subject to the safe capacity of the venue, whichever is lower) (Religious personnel and working personnel excluded) Religious workers, funerary staff and persons involved in the conduct of live instrumental music should continue to be kept to a minimum. As a general guide, these should not be more than 50% of the number of attendees at the funeral event.

3. Burials and cremations shall be attended by not more than thirty persons in total. NEA will issue 30 entry passes for each cremation or burial application at the government-managed facilities.

4. All attendees at funeral wakes, foot processions, burials and cremations must wear a mask, and maintain a distance of at least one metre from any other individual at all times. Where it is not feasible to apply one metre safe distancing between individuals, this one metre requirement can instead be enforced between groups, with each group made up of not more than 8 persons, and with no mixing between groups. Other safe management measures must also be in place.

5. Where seating at a table is provided, every chair for each table must be placed at least one metre away from any other chair for another table at all times. Tables and chairs must be arranged such that each table can accommodate not more than 8 individuals seated at the table or not more than 8 individuals in each group separated by space of at least one metre. There should be no mixing between groups.

6.  We have noted the feedback from the industry, and wish to inform that individually packed drinks may be allowed during funeral wakes.  Individuals should keep their masks on when they are not drinking.  For clarity, please see revised guideline on this below:

7. Attendees of funeral events should minimize their interaction with fellow attendees and leave
   the premises immediately after the event. No buffet set-up or reception with food and drinks
   is allowed. Individually packed drinks (i.e. bottled/packet drink) or individually packed titbits
   (e.g. peanuts, melon seeds) may be provided, but masks must be worn at all times except when
   the individual is drinking or eating. Funeral Directors are advised to put up signages on the
   tables to remind attendees that, except when the individual is drinking or eating, masks must
   be worn at all times. There should be strictly no sharing of drinks/titbits.
   Individually packed bento boxes may be supplied to family members of the deceased who keep
   vigil for the duration of the funeral wake, and need to consume food at the premises. However,
   they should not interact with the other attendees when consuming their meals, and should

8. Hearse escort party is not allowed during the funeral event.

9. Take the temperature of every individual entering the funeral event space and turn away any person who is unwell.

10. Obtain and keep the contact particulars of every individual before allowing him/her to enter the funeral event, to facilitate contact tracing when necessary. These records have to be kept for at least 25 days after the date of the funeral.

11. Keep vulnerable persons, such as the elderly, from attending these events to protect their health and consider alternative solutions for them, such as live video screening instead.
